Introduction: In order to reduce energy losses and to support the ambitions of the Kyoto protocol, which called for international reductions in CO2 emmisions, the Building Regulations 2000 were ammended in March 2002. The amendment brought under control the installation of replacement windows, doors and rooflights and roof windows for the first time.Initially control was exercised by local authorities and by FENSA. This situation continued until 6th April 2006 when two new schemes were licensed by the government in competition with FENSA, these being CERTASS and a scheme operated by the BSI. CERTASS is an administration and inspection scheme which acts as an alternative to local authority building control. Any company that applies to and is approved by CERTASS is deemed to be a competant person under the law provided it has been assessed as such by the scheme administrators. Members are installers of double glazing that have appiled to join the certass scheme. After a company applies to CERTASS, checks on their financial viability and bona fides as a registered company are carried out. In order to ensure that an independant assesment of each applicant is made, a check on their technical ability and knowledge of the Building Regulations is carried out by an independant company- Construction Auditing Service (CAS)- which specialises in building constructions and regulations.
